Regulations
1. Faculty Libraries of the University of Silesia and The Scientific Information Centre and Academic Library (CINIBA) in Katowice co-create one integrated Library and Information System at the University of Silesia.
2. These terms apply to use of Reader Services in Faculty Libraries.
3. Library collections are made available through:
1. Reading Rooms (not available to take home)
2. Lending Desks (for external loans)
3. University of Silesia network (e-resources)
4. Where Readers wish to copy or photograph content of library collections are required to comply with the provisions of the Act on Copyright and Related Rights of February 4, 1994 (Journal of Laws No. 24/1994 as amended).
5. Faculty Libraries of the University of Silesia can charge fees for services, including:
a. issuing a library card or its duplicate and issuing a guest card or its duplicate,
b. delayed return of borrowed documents and sending reminders,
c. providing digital copies and computer printouts.
6. The List of Paid Services and Price List is established by the Library Director of the University of Silesia in consultation with Quaestor.
7. Readers are warned about temporary suspension or limitation of the opening hours of the Faculty Libraries by appropriate announcements.
8. Settlement of matters not covered by provisions of these terms fall within the competence of the Library Director of the University of Silesia.
9. Non-compliance with provisions of these terms will result in loss or restriction of rights to use library collections.
10. In cases of flagrant violation of these terms, the Library Director of the University of Silesia may ask the authorities of the student's teaching unit or the employee's superior for intervention.
§ 2 Lending desk – external loans
1. Readers can register only one account in the Library and Information System.
2. Readers who can borrow collections:
a. students of all degrees of the University of Silesia
b. employees of the University of Silesia
c. retired employees of the University of Silesia
3. Condition to allow to borrow books is registration of Reader in the Library and Information System by identification document. Readers shall fulfill electronic registration form (available on library website), sign the Reader’s declaration together with consent to the processing of personal data and confirmation of reading Terms of use Library collections.
For registration process reader has to show identity card and:
a. valid student card and index with confirmation – for students and doctoral students (PhD) of the University of Silesia (if a paper index is not issued – only a valid student card)
b. employment confirmation or valid employee card – for employees of the University of Silesia
c. valid student card or confirmation of participation – for post-graduate students of the University of Silesia
d. university confirmation of retirement – for retired employees of the University of Silesia
4. The document identifying Reader in the Library and Information System is:
a. electronic employee card or electronic library card – for employees of the University of Silesia
b. electronic student card - for students and doctoral students (PhD) of the University of Silesia
c. electronic library card or other electronic document registered in Library and Information System - for other readers
5. In the Theological Library, books are also available to priests and religious from the Archdiocese of Katowice who, upon registration, present an identity document and a document confirming the fact of belonging to clergy or religious state.
6. Registration procedure should be performed in person.
7. Providing personal data to the administrator is voluntary, but it is a necessary condition for using the Library and Information System. Personal data is processed only for the purpose of library services and is protected in accordance with applicable law.
8. A duplicate electronic library card is issued within one week from the date of reporting the loss. The costs of issuing a duplicate card and damages resulting from the loss are charged to the account owner.
9. The Reader loses ability to use Lending Desk of the Faculty Library:
a. if account validity has not been extended for another year (outdated student card) or at the time of graduation – for students, doctoral students (PhD) and post-graduate students
b. upon termination of employment – for employees of the University of Silesia
10. Reader's account is closed after settling the obligations towards all libraries of the integrated Library and Information System of the University of Silesia and other libraries about which annotations appear in the index or are saved in the Reader's account.
11. Readers have to inform the Library about any change in their personal details supplied on registration including without limit any name change, change of address or change of contact details. Readers have to report the loss or any suspected or actual unauthorised use of their library card and library account.
12. All details related to books borrowing are recorded by computer in the Library and Information System. The Library and Information System provides user with access to account status information, including the number of books borrowed or ordered, return dates and fees due. Reader is responsible for checking the status of his account after each transaction. Doubts should be immediately reported to the Library.
13. Reader is responsible for borrowed books. Any defects noticed should be reported to librarian at the time of loan.
14. The limits of borrowed books and mandatory loan periods in Faculty Libraries are set out in the Annex to the Regulations. In a justified case, the Library may shorten the loan period.
15. Readers cannot borrow:
a. special collections, rare and valuable publications
b. books in the Reading Room collection
c. materials in poor condition
d. newspapers, journals and magazines
e. other documents that are available for on-site use only.
16. Books in closed warehouses of Faculty Libraries are ordered through online catalog or if it is necessary through completing information based on a card catalog (correctly and legibly completed reverse). Reader is obligated to collect them within 7 days. In case of unclaimed to submit the ordered materials within this period, Reader's account will be blocked for a period of 14 days.
17. Reader may extend (prolong) borrowed books three times via online catalog.
18. Self-made extension (prolongation) is possible when:
a. return period has not expired for any of borrowed books,
b. Reader's account in the integrated Library and Information System is not charged with unpaid fines
c. book has not been reserved by another Readers
19. Account owner is entirely responsible for the timely return of books. Messages are sent to the e-mail address of Reader about the approaching return date of books and about the start of charging a penalty for late return of books. The Library is not responsible for the lack of reminders generated by the system.
20. In case of exceeded return date, Reader’s account is blocked and Reader is charged a fine in the amount specified in the Price List of Fees in the Library and Information System.
21. Avoidance of books return and delay in payments deprive periodically or completely Reader’s right to use the Library and Information System of the University of Silesia, eventually return of books and payment may be enforced in court.
22. Owner of the library account is responsible for destruction or loss of books. Reader is obligated to immediately deliver identical title or agree with the Library on another form of settlement. As soon as the obligations towards the Library are settled, Reader does not acquire right of ownership of the damaged or lost books.
§ 3 Access to Reading Room
1. Readers interested in using the Reading Rooms are obligated to comply with the Terms of use of the Reading Rooms.
2. In the Reading Room, you can use books from the Reading Room collection, collections located in warehouses and electronic resources.
3. Readers with registered document in the Library and Information System are entitled to use the Reading Room. The document referred to in § 2 point 4 or a guest card issued by the Lending Desk or the relevant Reading Room. The basis for issuing the guest card is the correct completion of the electronic registration form, presentation of ID card, signing the Reader's declaration together with consent to the processing of personal data and confirmation of reading the Terms of use of the Reading Room. The guest card is issued for one year with the option of extending its validity. It does not authorize to borrow collections.
4. Access to collections in the Reading Room is allowed upon presentation of a document authorizing use on site to the librarian.
5. Users of the Reading Room are required to leave their outer clothing and larger bags in the cloakroom or in lockers. Librarian is not responsible for items brought to the Reading Room.
6. In the Reading Room silence is obligatory. Eating meals and making phone calls is prohibited.
7. Reader is financially responsible for any damage to the collections and equipment due to own fault.
8. Ordering publications from closed warehouses of Faculty Libraries to the Reading Room requires an electronic order or is done through completing information based on a card catalog (correctly and legibly completed reverse). During periods of increased number of Readers, librarian may limit the number of orders processed at once to the Reading Room.
9. Publications used by users in the Reading Room are registered on the Reader's account in the Library and Information System.
10. Publications ordered to the Reading Room can be used on site. Photocopies of library materials in poor condition may not be made, irrespective of the year of publication or particularly valuable publications. It is allowed to copy the collections with your own camera after obtaining the consent of librarian.
11. Used collections should be returned to the librarian or to described place. It should not be put back by Readers in the Reading Room shelves.
§ 4 Use of computer places
1. Computer places may be used by Readers mentioned in § 2 point 3 and point 5 and by Readers with a guest card referred to in § 3 point 3.
2. Computer places in the University of Silesia network are installed to provide sources of information necessary for studies and conducting scientific and research work, and in particular to use library catalogs and databases, scientific electronic journals and scientific websites disseminated in a network within the University of Silesia. Users are obligated to use it for their intended purpose.
3. Active Reader account in the Library and Information System allows access to electronic sources purchased by the University of Silesia. Account locks prevent access to it.
4. Users of computers cannot:
a. perform actions or activities causing devastation or damage to library computers and library equipment, disorganizate of the computer network and make destruction of software;
b. make any changes to configuration of library computers, attempt to break existing system security and interfere in content of data collected
c. upload and share content that is unlawful or subject to protection of intellectual property, the subject of which is not user;
d. upload and share content that may violate anyone's personal rights;
e. mass distribution of advertising content (so-called spam);
f. spread computer viruses and programs that can damage computers of other Internet users
g. conduct commercial activities through a computer network
5. Computer places are monitored. In case of a violation of applicable rules, librarian or network administrator may immediately terminate the user's session, and in case of flagrant violations of the Terms, block account and request compensation for damage caused as a result of non-compliance with these rules.

Działając na podstawie Regulaminu udostępniania zbiorów w CINiBA, rozdział 7, paragraf 2 (załącznik do Uchwały nr 129 Senatu UŚ z dnia 27 czerwca 2018 r.)
wprowadzam Regulamin elektronicznego zamawiania skanów
- Biblioteka umożliwia zdalne zamawianie i pobieranie cyfrowej kopii artykułów, fragmentów książek itp. ze zbiorów Biblioteki, skatalogowanych w komputerowym systemie bibliotecznym oraz oznaczonych przyciskiem „Zamów kopię” (brak przycisku przy opisie publikacji oznacza, że nie można zamówić kopii).
- Wykorzystywanie przez użytkowników cyfrowej reprodukcji materiałów bibliotecznych, możliwe jest wyłącznie w zakresie własnego użytku osobistego, z zachowaniem odpowiednich przepisów Ustawy o prawie autorskim i prawach pokrewnych (Dz.U.2018.1191 j.t.).
- Biblioteka nie ponosi odpowiedzialności za wykroczenia związane z nieuprawnionym wykorzystaniem kopii materiałów.
- Do korzystania z usługi uprawnione są wszystkie osoby, które posiadają konto w systemie bibliotecznym, wyraziły zgodę na przetwarzanie danych osobowych oraz na komunikację mailową oraz zatwierdziły przyjęcie do wiadomości i stosowania zasady niniejszego regulaminu.
- Po złożeniu zamówienia przez użytkownika, biblioteka sprawdza dostępność egzemplarza i wycenia zamówienie. Opłata za wykonanie zamówienia naliczana jest proporcjonalnie do liczby zeskanowanych stron i przemnożona przez kwotę wykonania skanu 1 strony w ramach usługi, określoną w Cenniku opłat Biblioteki.
- Warunkiem koniecznym do realizacji zamówienia jest akceptacja kosztów (okres oczekiwania na zatwierdzenie wyceny wynosi 3 dni) oraz dokonanie płatności za wykonaną usługę (okres oczekiwania na dokonanie opłaty za zamówienie wynosi 3 dni).
- Płatności realizowane są on-line poprzez portal transakcji elektronicznych – PayU.
- Po dokonaniu płatności Biblioteka przygotowuje skan materiału w rozdzielczości 300 dpi standardowo w odcieniach szarości. Wyjątek stanowią zamówienia oznaczone jako skan kolorowy. Elektroniczna kopia zapisywana jest w formacie PDF.
- Pobranie zrealizowanego zamówienia następuje po zalogowaniu się na konto użytkownika w systemie bibliotecznym w zakładce „zamówienia reprograficzne”. Zamówienie oczekuje na pobranie przez 10 dni od momentu zarejestrowania realizacji zamówienia. Po tym okresie plik zostaje usunięty z serwera.
- O kolejnych etapach realizacji zamówienia użytkownik jest powiadamiany na koncie użytkownika w Integro oraz wiadomością mailową, wysyłaną na adres podany w momencie rejestracji do systemu biblioteczno-informacyjnego.
- W uzasadnionych przypadkach Biblioteka może odmówić wykonania zamówienia.
Zarządzenie wchodzi w życie z dniem podpisania.

Regulations of access to the collections in CINiBA
Chapter 1
General provisions
§ 1
1. The Scientific Information Centre and Academic Library in Katowice, abbreviated CINiBA, provides access to the collections gathered by the Library of the University of Silesia in Katowice and the Main Library of the University of Economics in Katowice.
2. Definitions in these Regulations specify the following:
- US - the University of Silesia in Katowice,
- UE - the University of Economics in Katowice,
- LUS - the Library of the University of Silesia,
- ML UE - the Main Library of the University of Economics in Katowice,
- Libraries – are the LUS and the ML UE.
§ 2
1. The Scientific Information Centre and Academic Library operates in an integrated library- information system covering the Library of the University of Silesia, the Main Library of University of Economics in Katowice, Special US libraries and UE Faculty libraries.
2. This Regulations shall apply to access to the collections in CINiBA.
3. All interested parties have right to use the collections in CINiBA, under the terms and conditions included in these Regulations.
4. Access to the collections is possible:
a. within the library premises in the reading rooms, free access areas and Carrels,
b. by borrowing,
c. through interlibrary loans,
d. through the computer network.
5. Use of the electronic resources is specified in Chapter 4 and in terms and conditions of the licences of which users are informed separately.
6. Persons copying materials are required to obey the provisions of the Act of 04 February 1994 on Copyright and Related Rights (Journal of Laws of the Republic of Poland No. 24/1994), as amended.
§ 3
1. Libraries providing collections in CINiBA may charge, inter alia, for the following works and services:
a. issuing an electronic library card and its duplicate, issuing a guest’s card and its duplicate,
b. service of a deposit account,
c. overdue of loan items and reminders sent,
d. services connected with the interlibrary loan,
e. preparing photocopies, digital copies and computer printouts,
f. information services commissioned by institutions or individuals from outside the University of Silesia and the University of Economics in Katowice.
2. Range of paid services and charges, uniform for Libraries in CINiBA, is set by directors of LUS and ML UE in consultation with the Bursars of both the Universities.
Chapter 2
Borrowing
§ 1
Reader has right to create one account for libraries in the library-information system of the US and the UE.
§ 2
The right to borrow library materials have as follow:
1. Employees and retired employees of the US and the UE.
2. Students of 1st grade and 2nd grade studies, 5-years master degree studies, PhD students at the US and the UE and post-graduate students of these Universities.
3. On the basis of reciprocity: the students of 1st and 2nd grade studies, 5-years master degree studies, PhD students and post-graduate students at universities that have signed appropriate trilateral agreements with the US and the UE.
The employees of these institutions have right to borrow books through interlibrary loan service or on the basis of a deposit account in the Library.
4. Any other persons who are at least at age of 18 – on the basis of a deposit account.
§ 3
The basis of the entitlement to borrow is a registration of a reader identifying document in the system. The document shall be:
1 For employees of the Universities - employee electronic card or electronic library card,
2 For students and PhD students - electronic student ID card / PhD student ID card,
3 For other readers - electronic library card.
Reader - the owner of the identifying document - is responsible for any of its usage. Loss of the document should be reported immediately to the CINiBA Circulation Desk.
Issuing an electronic library card duplicate takes place within one week from the date of loss. The costs of issuing a duplicate card and harms resulting from its loss charge the card holder.
§ 4
A term to register the document referred to in § 3 is properly completed and signed reader declaration, together with the consent to the processing of personal data and confirmation of familiarization with the Regulations, ID card and:
1. For employees of the US and the EU: proof of employment or a valid employee ID card, for the retired employees of US and the UE - certificate from the home University confirming retirement;
2. For undergraduate and graduate students of the US and the EU: if the home institution issues traditional indexes - student/PhD student ID card and the index with current admission to the following semester, if the home institution does not issue the traditional index - valid student/ PhD student ID card;
3. For readers mentioned in § 2 point 3 the first sentence: an index or a student card with the current admission to the semester, including his alma mater library stamp (if the school issues traditional indexes) and student/PhD student ID card;
4. For postgraduate students of the US and the UE: a student card or certificate of participation;
5. For other persons: confirmation of introducing library deposit.
The formalities relating to the registration of the document must be made in person.
Issuing personal data to administration is voluntary but is a prerequisite for using the library and information system. Personal data is processed exclusively for the purposes of art. 4 of the Library Act (Journal of Laws, 1997, No. 85, item 539, as amended) and Art. 88 Law on Higher Education (Journal of Laws, 2005, No. 164, item 1365, as amended) and are protected in accordance with the Personal Data Protection Act (Journal of Laws, 2002, No. 101, item 926, as amended).
§ 5
The reader loses his right to borrow books:
1. In the case of employees - at the time of termination of their employment;
2. In the case of students, PhD students and post-graduate students - if the validity of the account has not been extended for the following year or at the time of graduation;
3. In the case of readers with a deposit account - at the time of the deposit withdrawal.
§ 6
The reader is obliged to notify the Circulation Desk of any change in his permanent address, change of name, field of study and update his e-mail address.
§ 7
Cancellation of the reader’s account can be done after satisfaction of liabilities in respect of all the libraries in the integrated library-information system. The basis of cancellation of the account is:
1 In the case of employees – a circulation card;
2 In the case of students and PhD students - an index with a confirmation of books return from the libraries, which stamps appear in it (if the university issues traditional indexes) and circulation card issued by the Dean's Office;
3. In the case of postgraduate students - a student card confirming the return of books from libraries, which stamps appear in it or an identity document;
4. In the case of readers with a deposit account – an identity card and confirmation of introducing a deposit. No interest rate applies to deposits.
§ 8
Of the option to borrow the item or to use it only within the library premises shall inform the appropriate designation of the item:
1. books marked with a red dot – accessible only within the library premises
2. books without the red dot – can be borrowed
as well as the information in the computer catalogue, "Available on-site only (free access)", "Loanable (free access)" - in the case of materials in a free-access, "Available on-site only" - in the case of documents in closed storehouses.
§ 9
The following documents are available on-site only:
1. Prints published before 1950,
2. Special collections, rare and valuable works,
3. Works which can be found in the reference collections in the reading rooms,
4. Materials in poor condition,
5. Works borrowed from other Polish and foreign libraries,
6. Newspapers and magazines,
7. Other documents, which are exclusively for use on-site or have "Available on-site only (free access)" status.
§ 10
Books with the "Available on-site only (free access)" or "Available on-site only" status may be borrowed in justified cases for a night or for a weekend. Recognition of justification is left to the authority of a librarian on duty. These books can be lent only to persons who have the right to borrow books from CINiBA.
§ 11
1. In the case of borrowing for a night or for a weekend, the following regulations apply:
a. "For a night" a reader can borrow no more than 3 volumes, not earlier than one hour before closing of CINiBA, the return must be made by 10.00 am the following day,
b. "For the weekend" a reader can borrow no more than 5 volumes, on the last day of CINiBA work before a break, not earlier than one hour before closing, and the return must be made by 10.00 am on the first day of CINiBA work after a break.
2. In case of delayed return:
a. reader shall be charged a fine in the amount determined in a way referred to in Chapter 1 § 3 point 2,
b. reader's account is blocked for a period of 14 days,
c. reader loses a possibility to borrow books for night and weekend; in the case of gross violations of this policy he may be denied permission to use the CINiBA.
§ 12
Books stored in a CINiBA storehouses can be ordered by the computer catalogue (OPAC). A reader can receive ordered books at the CINIBA Circulation Desk. The reader is obliged to collect them within 7 days. In the case of not having collected the books ordered, a reader has his account blocked for a period of 14 days.
§ 13
Books that are in free access areas are excluded from the ordering system OPAC. A priority to use a certain book has a person who first comes to take the book. Documents from the free access area can be borrowed by a reader himself with self-borrowing device (SelfCheck) or at the Circulation Desk. The returns shall be made at the Circulation Desk or by the Book Drop.
§ 14
Limits of books borrowed and rental periods applicable in CINiBA are regulated by separate ordinance of CINiBA Director.
§ 15
All rentals in CINIBA are recorded by computer. The library computer system provides the user with access to account information, including: number of books borrowed or ordered, dates of return and due fees. It is the responsibility of a reader to check the status of an account after each transaction. Any doubts should be immediately reported to the Circulation Desk.
§ 16
The reader may renew borrowed books three times (via OPAC or at the Circulation Desk) and reserve through the OPAC system documents borrowed by another reader.
Renewal is possible if:
1. Return date has not expired for any of the documents borrowed,
2. Reader's account in an integrated library-information system is not charged with unpaid fines
3. The book has not been reserved by another reader.
§ 17
In justified cases CINiBA may request return of borrowed books before the return date or at the time of loan reserve an earlier date of return.
§ 18
The whole responsibility for the timely return of documents borrowed holds the owner of the account. Readers who leave their e-mail in the system receive messages reminding return date of the documents and informing of start charging fines for overdue. CINiBA does not hold responsibility for violating the return dates, regardless of the reasons that blocked the system generating reminders function.
§ 19
In the case of overdue of borrowed documents there are fines in the amount determined in the way referred to in Chapter1 § 3 point 2 of these Regulations. Avoiding return of borrowed documents and retention of the fines deprive the reader right to use the borrowing service in the library-information system of the LUS and the ML UE temporarily or completely, and ultimately may result in enforcement of books return and fines regulation in court.
§ 20
The reader is responsible for the condition of borrowed works. Any observed defects should be reported to the librarian on duty at the time of borrowing in order to note them, otherwise the reader bears responsibility for them.
§ 21
A user of the library account holds responsibility for damage or loss of document borrowed. He is obliged to immediately provide an identical copy or, when this is not possible, its equivalent in the form of:
1. copy of another work, in which the Libraries have concern,
2. fine in the amount established by a commission of the LUS or the ML UE (up to five times the antiquarian price of the damaged or lost document).
Upon settlement of his obligations to the LUS or the ML UE, the reader does not acquire ownership of the damaged or lost document.
§ 22
In cases of gross violation of these Regulations, CINiBA Director may request the authorities of the student's academic unit or the employee's manager to intervene.
Chapter 3
Using documents on-site
§ 1
All interested persons have right to use the library documents on-site, under the condition of obeying these Regulations and rules of order.
§ 2
Readers can use the collections in the CINiBA free access areas by themselves, within the spaces dedicated to readers’ work. Used documents must be placed in a specially separated and labeled spaces. Readers are forbidden to put books back on the shelves by themselves.
§ 3
All persons holding the document referred to in Chapter 2 §3 or a guest card issued by the Circulation Desk are entitled to use the Reading Room and individual study carrels. The term of issuing the guest card by the Circulation Desk is is properly completed and signed reader declaration, together with the consent to the processing of personal data and confirmation of familiarization with the Regulations, and the ID card. The guest card is issued for a period of one year with the possibility of extending its validity. It does not authorize borrowing the library materials.
§ 4
The term to use the Reading Room and individual study carrels is to leave to the librarian on duty a document confirming right to use the library materials on site. The reader is also obliged to report to the librarian on duty any personal materials brought with him.
§ 5
Publications from the storehouses shall be ordered to the Reading Room electronically or by a correctly and legibly filled library reverse.
§ 6
The works ordered to the Reading Room can be used on its territory. It is forbidden to make photocopies of library materials that are in poor condition, regardless of the year of issue, and of works of particular value. Copying is allowed using own devices, aligning the consent of the librarian on duty.
§ 7
During peak times the librarian on duty has the right to limit the number of orders shipped once to the Reading Room.
§ 8
Upon request, the librarian can keep in the Reading Room publications ordered from the storehouses, but for no longer than seven days.
§ 9
Used documents must be returned to the librarian on duty. It is forbidden to independently incorporate them into the library collections.
§ 10
Detailed rules for the use of individual study Carrels are issued by the CINiBA Director separate regulation.
Chapter 4
Interlibrary Loan
Imports of materials from other libraries
§ 1
Interlibrary Loan allows readers to use for the purposes of research and teaching the collections of other Polish and foreign libraries.
§ 2
The Interlibrary Loan can be used by :
a. employees and retired employees of the US and the UE,
b. students of the US and the UE writing theses and, in justified cases, other students with the written support of a tutor,
c. PhD students and post-graduate students of the US and the EU,
d. other PhD students affiliated with the university supervisor or persons having PhD programme in the US and the EU (such readers are required to create a deposit account in CINiBA).
§ 3
The reader using the Interlibrary Loan is obliged to have a document authorising him to borrow books from the CINiBA and all obligations to the libraries in the integrated library-information system regulated.
§ 4
The loans from Polish libraries are reduced to the materials that do not appear in the collections of the libraries of both Universities and other libraries in Katowice. The loans from foreign libraries – to the materials that do not appear in the collections of any Polish libraries.
§ 5
The CINiBA reserves the right to decision about type and number of interlibrary loans.
§ 6
Students ordering materials through the Interlibrary Loan from abroad should obtain written confirmation of the supervisor of the need to order the publication.
§ 7
Issued orders should include: detailed bibliographic data of demanded materials and personal data of the person ordering (name, e-mail and phone number).
§ 8
The costs of ordering the publication bears the reader in the amount determined in the way referred to in Chapter 1, § 3 point 2. In the case of co-financing of interlibrary loans, payment for the service is based on the written confirmation of funds.
§ 9
Libraries are responsible for all imported materials, therefore the materials can be used only within the CINIBA premises and with obedience of the return date set by the lending library (except for photocopies). An application for any extension of the return date the reader should issue to the Interlibrary Loan before it expires.
§ 10
The reader who does not appear for the materials ordered, is charged by the LUS or the ML UE with full costs associated with the order.
Loans from the Library’s own collections
§ 11
CINiBA realises loans of the LUS and ML UE collections, as well as Special libraries and Faculty libraries collections to Polish and foreign libraries. CINiBA reserves the right to decide on the amount of materials loaned and terms of return.
§ 12
Interlibrary Loans do not cover special collections, works from the reference collections of the reading rooms and documents with the "Available on-site (free access)" and "Available on-site" status. In justified cases requiring individual consideration these materials may be loaned.
§ 13
The ordering library is required to fully protect borrowed documents and is responsible for timely return, possible damage or loss.
§ 14
Libraries make copies of journal articles or fragments of publications in accordance with applicable copyright and license requirements concerning the use of electronic resources.
Chapter 5
Special collections
§ 1
Special collections (rare books, manuscripts, graphic art, cartography), and collections of particular value are only available on-site for purposes of research and teaching. Using works extremely valuable, students must have a written referral from a researcher. Each user of the special collections is required to provide the document confirming right to use the library collections.
§ 2
Special collections can be ordered in the CINiBA Reading Room. The term and the number of available single objects is determined individually when ordered (personally, by phone, by e-mail).
§ 3
When using a collection readers are fully responsible for the condition of the objects entrusted. Readers are required to obey any comments or commands of the librarian on duty, relating to way of use of the collections and safety of the collections. Any noticed damage should be reported to the librarian on duty.
§ 4
Taking the documents outside the designated rooms is not allowed.
§ 5
Original documents which have copies as microforms, reprints or electronic documents shall be made available to readers only in justified cases.
§ 6
Copying documents from the special collections is not allowed. Copying and publishing manuscripts, early printed books and documents of particular value requires the consent of the CINiBA Director.
§ 7
Detailed rules for the provision of special collections and particularly valuable collections are determined by the CINiBA Director.
Chapter 6
Using computer workstations
§ 1
In CINiBA one can use:
- publically available computer workstations operating in a protected university network,
- computers with single station databases on CD/DVD (Reading Room),
- own laptops and other portable computer devices.
§ 2
Right to use the computers have: the persons mentioned in Chapter 2 § 2, and other persons, provided they are the holders of a guest card.
§ 3
Computer workstations in CINiBA network are installed to provide sources of information necessary to study and carry out research work, in particular the use of library catalogues and databases, scientific journals and scientific websites distributed within the US and the UE. Computer users are required to use them for their intended purpose.
§ 4
At designated computers it is possible to connect an external storage device via an USB port. Single station databases are run in the Reading Room, while CDs attached to other documents and other own media (including optical media) can be read only in designated places.
§ 5
Employees, students and PhD students of the US and the EU have priority of access to the computers located in the CINIBA.
§ 6
For its users, the CINiBA provides self-service multifunction devices. Terms and conditions are described in the instruction available in the CINiBA.
§ 7
Rules of order
1. Time a reader can use a computer stations is not limited, but in justified cases the librarian on duty can ask for the readers’ work be finished earlier.
2. Librarian on duty can assist in use of the installed databases and electronic journals, but is not obliged to provide assistance in use of other programmes and applications.
3. Any damage or irregularities in the operation of computers should be reported to the librarian on duty immediately.
4. Computer stations are monitored. In case of violation of existing rules, the librarian on duty or the network administrator has the right to immediately interrupt the user's session.
5. The reader is required to finish his session before CINiBA closing time.
6. The Library is not responsible for malfunction of the services (especially the Internet interruptions) and possible loss of users’ data.
7. The CINIBA provides computer stations that are specially adapted for the visually impaired.
§ 8
Users with their own portable devices can use the wireless Internet. It is possible to access the network:
- network authorised under condition of authentication, that is, entering login and password (authentication allows users to work in a protected university network).
CINiBA employees do not configure the users’ laptops to access the Internet.
§ 9
Terms of use of databases and services outside network of the US and the UE are governed by separate provisions of the two Universities.
§ 10
Users of CINiBA computers are not allowed to:
1. take any action to bring devastation and damage to library computers and their accessories, network disruption and destruction of the software;
2. issue any changes in the configuration of library computers, attempt to break the existing security system and interfere with the content of the data collected;
3. upload and share content that is unlawful or is subject to intellectual property protection, where the user is not the holder of intellectual property rights to the said content;
4. upload and share content that may violate anyone’s personal rights;
5. mass-mail any contents of commercial nature (‘spam’);
6. spread computer viruses and programmes that may damage computers of other Internet users;
7. conduct commercial activities through the network.
§ 11
Using the Internet is at the sole risk of the user, who is responsible for the way in which he uses his account, including any content of messages sent, criminal liability inclusive.
§ 12
In the case of disobedience of this Regulations or misuse of the Internet, the CINiBA has the right to:
1. request the computer station immediately left, and take further actions in accordance with the Regulations of access to the collections in CINiBA;
2. temporarily or permanently deprive the user possibility of access to the Internet in the CINiBA;
3. block the user’s library account temporarily or permanently;
4. require the user fix any damages appeared due to disobey these Regulations.
Chapter 7
Final Provisions
§ 1
Failure to comply with these Regulations shall result in loss or limit user’s rights to use the collections.
§ 2
Settlement of matters not included in these Regulations is the responsibility of the CINiBA Director.
§ 3
The CINiBA opening hours shall be communicated to readers. The temporary suspension or reduction of service activity is preceded by relevant message.
§ 4
Comments and proposals on the CINiBA activities can be submitted to the CINiBA Director.
Ordinance No. 2 / 2017 of the Director of the Scientific Information Center and Academic Library, dated 10th July 2017
Acting on the basis of the Regulations of access to the collections in CINiBA, Chapter 3, paragraph 10 (annex to the Resolution No. 129 of the Senate of the University of Silesia, dated 27th June 2017), I establish the following rules for using the individual study carrels.
The current Rules for using the individual study carrels are the Appendix No. 1 to this Ordinance.
The ordinance comes into force on the day of signing.

Rules for using the individual study carrels
1. Individuals who hold a document giving right to use the library collections or a guest card issued by the Circulation Desk may use the Individual Study Carrels. Priority is given to academic employees and PhD students, followed by students of the US and the UE. The individual study carrels service is provided by the CINiBA Reading Room staff. Reservations can be made up to a month in advance, giving estimated hours of use. Carrels are available for up to two weeks. This period can be extended, if there are no other pendings. In case of not using the carrel for the following two days, which are the library work days, the CINiBA staff have right to make it available to another waiting person. In the situation of queues waiting for the carrel and at the moment when nobody is working in the carrel, the librarian on duty may make the space temporarily available, provided, that when the person for which the reservation is noted appears, the carrel must immediately be made available to that person. In this case, the user must return the key to the librarian on duty every time when leaving the carrel.
2. The carrel key is made available to the user upon presentation of a document giving right to use the library collections, or a guest card, provided that the user has a valid reader account.
3. The CINiBA provides two types of carrels:
• Equipped with computers, with the Internet access and software for creating own documents,
• With possibility to connect an own laptop to the Internet.
4. The choice of carrel depends on the user. Allocation of the carrels equipped with the computers is done on a priority basis. Reservations are made for particular carrels.
5. The user of a carrel equipped with a computer:
• Is responsible for the equipment left at his disposal,
• All his own files are saved on a disk D in a folder created for his own needs.
The CINiBA is not responsible for any data stored on a disk D (not archived). The users finishing using the carrel should make sure to delete their own files from a disk D, otherwise the librarian on duty will do it.
6. The carrel can be used during the CINiBA working hours and must not be freely made accessible to any other persons.
7. At the end of the working day, the cabin should be closed and the key should be returned to the librarian on duty. Loss of the key causes need to pay a duplicate fee of 50 PLN. The CINiBA reserves the right to enter a carrel also in the absence of its user. The user closes the carrel every time he goes out.
8. In the individual study carrels readers can use library documents, own materials and own computer equipment. Materials stored in the CINiBA closed storehouses should be ordered to the Reading Room. At the reader's request, the librarian may keep publications ordered from the closed storehouses in the Reading Room, however, no longer than for 7 days.
9. The materials used by the reader should not be left in the carrel after work on a given day.
10. The user bears full responsibility for the library materials and equipment in the carrel and is obliged to maintain order in the carrel.
11. The CINiBA is not responsible for any valuable items left in the carrel.

I General provisions
- Users of the CINiBA are obliged to leave their bags, backpacks, umbrellas and coverings, except for bags are guests and organizers of events taking place in the seminar room on level 2. The said persons are allowed to enter the Center area with bags exceeding the A4 size, under the condition of wearing a special "CINIBA Visitor" IDs (to be received by the organizers at the reference desk on level 0).
- There are two types of lockers in the cloakroom – lockers with a key and with a PIN system. To use a locker with a key, the user must have a return coin of 1 PLN or 2 PLN, which allows to activate the lock mechanism and remove the key after closing.
- It is forbidden to store valuable items andanything that may damage or destroy the lockers, or may jeopardize safety of users in the CINiBA and the facility itself, particularly flammable substances, chemicals, odours, caustics, alcohol and items possessing of which may be considered forbidden by law.
- The person using a locker should respect its order, condition and use in accordance with its intended purpose.
- Items in lockers can only be stored during the visit in the library and everything must be taken from the locker the same day before CINiBA closes.
- In case of breaking regulations CINiBA reserves the right to open the locker.
- In a situation when the CINiBA user loses a key to the locker or forgets PIN, he can receive the items locked after the opening of the locker by a committee, after the opening hours of the Center, or from the deposit.
- The person receiving the item from the deposit must accurately describe it, confirm receiving the item by his signature on the opening protocol, and return the key. In the case of the key loss, he also pays the amount of 50 PLN at the Circulation Desk, as a refund for the replacement of the lock and the key.
- For any consequence of loss or damage of the locker key, the person using the locker shall be solely responsible.
- The CINiBA does not take responsibility for any things left in the lockers.
- Using the cloakroom is free. A fee of 25 PLN is charged for the lost number badge. The fee shall be paid at the circulation desk.
II Sketch for opening the lockers
- After the CINiBA closes, lockers with a key are opened by a committee. Lockers with PIN open automatically each day at the set time.
- A committee reserves the right to open lockers in the following situations: breaking regulations, leaving items after the CINiBA closes (applies lockers with a key), losing a key to the locker or forgetting PIN.
- The locker is opened by the Facility Manager or by a person indicated by him, in the presence of at least one employee of the CINiBA.
- A protocol of locker opening is prepared. The model protocol is attached as the Appendix No. 1.
- Handling of items removed from the lockers:
- items, which may contaminate, damage or destroy the lockers, or may jeopardize the safety of users in CINiBA and the facility itself, particularly flammable substances, chemicals, odours, caustics, alcohol are disposed of immediately,
- the remaining items are placed in a plastic bag, with the date and number of the locker from which the items were removed.
- deposited items can be collected from the Facility Manager from Monday to Friday in the following hours: 8.00 am - 3.00 pm, in max 2 months from the day when they were removed from the locker.
- A person collecting the items from the deposit is obliged to describe them and certify that he had received the items on the locker opening protocol.

§1. Definitions used in these terms and interpretation provisions
- The Scientific Information Center and Academic Library (hereinafter CINIBA) is the organizer / co-organizer / host of events taking place in CINIBA building and rents rooms to other institutions organizing events at CINIBA building.
- Renter means a person or institution who rents and uses rooms and is responsible for organizing event.
- Event means training, conference, workshop, exhibition, symposium or other scientific or educational event taking place in the CINIBA building.
- Event Administrator – an employee from CINiBA - is responsible for proper conduct of event and for carrying out administrative functions of event.
- Handover protocol/acceptance report - document for handover/receipt of rented rooms, signed by Renter and Event Administrator, defines condition and equipment of rooms (Annex 1 - Types of rooms
§ 2 General rules
- In order to organize event, rooms are rented during CINiBA opening hours. Event has to finish at least half an hour before end of CINIBA's opening hours. Rental of rooms outside CINIBA’s opening hours is considered individually and is subject to separate arrangements.
- Organized events cannot interfere with the functioning of CINiBA. Due to specific of CINIBA function, every effort should be made to keep quiet at Library Users workplaces.
- CINiBA rooms are rented together with it’s permanent equipment (a detailed description of rooms and equipment is included in Annex 1 - Types of rooms). The arrangement of furniture in Conference Room is not subject to modification. In Didactic Room, changing the arrangement of furniture is allowed provided that it is restored to its original state after event. Renter changes the furniture settings on their own.
- Rented room with its equipment is passed to Renter by handover protocol. Renter is responsible for entrusted property listed in the protocol from the moment of handing over.
- By prior arrangement, it is possible to rent additional multimedia equipment that is available in CINIBA (in accordance with Annex 1).
- Renter who plans to use their own multimedia equipment necessary to organize event is obligated to indicate this in handover protocol and to agree on this subject before event starts. CINiBA reserves right to prevent use of equipment with incorrect parameters in rented rooms of the CINIBA building.
- Renter leaving rented room after event is obligated to return it with equipment to Event Administrator from CINIBA.
- Technical condition check of rented rooms and equipment does not have to be conducted after event finish, on the day of event. Any damage will be recorded in the damage report (Annex 2).
- Renter is obligated to remove any damage that happens during organizing or during event on own cost. All damages will be recorded in the damage report (Annex 2).
- Renter is obligated to leave rooms clean. Renter covers all costs of any additional cleaning resulting from organizing the event. Details on this matter should be agreed at stage of submitting application form (Annex 3).
- Renter is charged with cost of renting additional security service to protect organized event. Arrangements in this regard should be made with the Center Office of CINIBA.
- Renter conducts information activities and prepares promotional materials related to the event in consultation with the CINiBA’s specialist for PR.
- Guests can bring their personal luggage into the building. Jackets, coats, bags etc. should be left in cloakrooms or lockers.
- Inside the building and in its area, smoking is strictly forbidden.
- Renter is obligated to comply with the Regulations for Organization of events in building of the CINIBA and to follow instructions of the Building Manager in areas of safety and order. Failure to follow instructions may result in event being immediately finished.
- Initial reservation should be made after agreeing the date via application form (Annex 3).
- Confirmation of reservation is decision of Director of CINiBA, deputy or an authorized employee.
- After receiving information about acceptance of event, Renter should deliver to the Center Office of CINIBA a printed and signed application form together with a signed statement about agreeing on rental costs and accepting provisions of Regulations for Organization of events in the building of the CINIBA, which is an integral part of the form.
- Renter is obligated to keep CINiBA informed about any changes in organization of event (cancellation of reservation, change of hours, etc.).
- Handover of rented rooms may take place not earlier than 24 hours before the event.

3. Legal basis and purposes of processing personal data
Legal basis for processing of personal data is based on Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation):
a) the data subject has given consent to the processing of his or her personal data for one or more specific purposes (data in application form to register room(s) for event)
b) processing is necessary for the performance of a contract to which the data subject is party or in order to take steps at the request of the data subject prior to entering into a contract (data for the preparation and implementation of a cooperation agreement)
c) processing is necessary for compliance with a legal obligation to which the administrator is subject (fulfilling the legal obligation of the university resulting from accounting and tax regulations)
d) processing is necessary for the purposes of the legitimate interests pursued by the controller or by a third party, except where such interests are overridden by the interests or fundamental rights and freedoms of the data subject which require protection of personal data, in particular where the data subject is a child.
Providing personal data is voluntary, but necessary for booking of room (s), cooperation agreement and financial settlement, including tax declaration. Lack of consent to provide data will make it impossible to complete reservation. Providing data is a legitimate interest pursued by administrator, for statistical purposes (in scope of renting university premises) and important to possible establish, pursue or protection of claims.
4. Personal data retention period
Personal Data Administrator will store personal data for period necessary to document activities related to rental of rooms, but no longer than until consent for data processing is withdrawn (if the legal basis for data processing is consent) and there is no other legal basis for processing. In case of processing of personal data is necessary to comply with legal obligation for the University, Personal Data Administrator will store data for the statute of limitation period of tax liability. These periods may be extended if it is necessary to establish, pursue or protection of claims for renting room (s).
5. Data recipients:
Personal Data Administrator may transfer data to public authorities or entities authorized to obtain data on basis of applicable law.
6. Personal data processing related rights:
Rights of the data subject:
• right to withdraw consent to processing of personal data at any time. Withdrawal of consent does not affect lawfulness of processing that was carried out on basis of consent before its withdrawal. • right of access by the data subject;
• right to rectification of personal data that is incorrect and incomplete;
• right to erasure (‘right to be forgotten’), in particular in case of withdrawal of consent to processing, if there is no other legal basis for processing. This right does not apply to extent that processing is necessary in particular to comply with a legal obligation requiring processing by law; to establish, pursue or protection of claims;
• right to restriction of processing of personal data;
• right to object - the data subject shall have the right to object, on grounds relating to his or her particular situation, at any time to processing of personal data concerning him or her, including profiling based on those provisions and for direct marketing purposes, or for purpose of performing a public task. NOTE: in case of processing for purposes of direct marketing, you can object at any time, regardless of specific situation; • right not to be subject only to automated decision making, including profiling;
• right to lodge a complaint to supervisory body dealing with protection of personal data, the President of the Office for Personal Data Protection.
§5. Final provisions
- CINiBA reserves right to bring reaction (including refusal to rent rooms) against a Renter who do not comply with provisions of these regulations.
- CINiBA reserves right to amend these regulations. The applicable Regulations for the organization of events in the building of the CINIBA are published on the CINIBA website.
- In matters not covered by these regulations, the legal order applicable in the buildings of the University of Silesia in Katowice, as well as the provisions of the Civil Code should be applied.
- Disputes are settled by the court competent for the seat of the University of Silesia in Katowice.
